Most honorable pirates will not ask a ridiculous amount of money depending on the ship and if you pay, they will add you to a list of people to leave alone the rest of the day. But tomorrow is another day.

Regardless of the moral implications, the game mechanics allow for pirating. Otherwise, the entire universe would be 1.0 under the watchful eye of Concord and we'd all be holding hands and picking daisies together.
